  Jesus foresaw that just passion and zeal was not enough when it came to preaching the gospel. It was because He knew they would face so many obstacles from strongholds such as authority of satan, power of despair and the wall of unbelief. So Jesus told them to wait for the Holy Spirit to come upon them. And He sent the Holy Spirit to them.
  It is also stated that Paul did not rely on his own strength or abilities but always worked by the power and manifestation of the Holy Spirit.
