In the Old Testament, God faithfully keeps his promises to Israelites even though they kept complaining and grumbling against God.
They missed an easy life in the past. They tended to stay away from God by committing sin and idolatry however God embraced them closer and loved them still.
Through that, we know the hardship and circumstances God allows is because He loves us indeed.
God disciplines. But God forgives after all. The reason why God allows disciplines in our lives is that God wants us to live holy as people of God.
Passage: Psalm 99:1-9
7 He spoke to them from the pillar of cloud; they kept his statutes and the decrees he gave them. 8 Lord our God, you answered them; you were to Israel a forgiving God, though you punished their misdeeds.
9 Exalt the Lord our God and worship at his holy mountain, for the Lord our God is holy
